I am by no means a debconf guru, so take what I say with a grain of
salt.  The scripts to do the debconf config _look_ correct to me.  I
have seen this sort of thing before with debconf, but it has usually
turned out to be a UI issue - someone thought they had made a relevant
key press and hadn't, that sort of thing.  If you have any suggestions
where to look, I'm happy to, but I have low hopes of changing any code
at this point.
