According to the Evince roadmap (http://live.gnome.org/Evince/Roadmap), annotations should be supported in since 2.28 (Status = done). Evince 2.30.3-2+squeeze1, however, still does not show any annotations, e.g. here: http://pdfcomment.berlios.de/doc/example.pdf while e.g. okular shows them.
