That's strange because the Debian changelog for 4.0.3-14 mentions
only the following changes:
* Cherry-pick a few upstream commits:
* f6b50e17 (create windows in detached session, closes: #466072).
* 97708d58 (vertical split documentation, closes: #525998).
* bb04008e (report session identifier on detach, closes: #199747).
However, as this may have been due to a race condition, any change
could have change the behavior.

I'm not sure whether the bug has been fixed, but I haven't seen any
issue for years (though perhaps I don't do many resizes). I have done
various tests with screen 4.8.0-2 and "emacs -nw", and everything was
fine.
Perhaps the bug could be closed.
