The DDPO pages work fine with names:
http://qa.debian.org/developer.php?login=jeffrey%20ratcliffe
(and the match against names seems to be case-insensitive and collect
all email addresses).

Those are, per RFC 5322, actually two different e-mail addresses. Nearly all mail software treats them as the same address for delivery purposes, but it's possible to configure mail software to not do so.
