I can confirm that the segfault happens on amd64 with python-tk 2.5.2-1.1.

For What It's Worth, I confirm the bug with python-tk 2.5.2-1.1.
For example, the following lines caused a segmentation fault (i386) :
import Tkinter, Image, ImageTk
root = Tkinter.Tk()
PIL_Image = Image.open(test.jpg)
