Sorry, it seems that I overlooked/ignored your bug report for quite a
long time now.  But I still have no idea, where this problem comes
from.

I'm sure, that the message does not come from privoxy itself, since I
cannot find it in the source code.

So where does it come from and what does it mean?  Asking Google for
this error message returns some pointers to MS Windows, which throws
out this error message sometimes.

Did you use a windows client or was this a Linux client?  Does it
happen when opening special URLs or on random URLs.

Maybe you could enable
debug 1 # Log the destination for each request Privoxy let through. See 
also debug 1024.
in your /etc/privoxy/config to check, whether it happens on specific
URLs (this will log all requests to /var/log/privoxy/logfile).

Maybe this issue disappeared in the meantime, since privoxy got much
more stable in the last years?

I get the above messege, usually a couple of times a day. 
Restarting privoxy with:
/etc/init.d/privoxy restart
helps. But the problem reappears after a while.
Privoxy is running the whole time but restart necesary to be able to use the 
browser.
Have had this problem for several months...
Sometimes the problem goes away without restarting privoxy. Might take minutes 
to hours...
