I ended up building an amd64 2.6.31 image by using "make deb-pkg".
I then tried:CONCURRENCY_LEVEL=32 DEB_HOST_ARCH=i386 MAKEFLAGS="CC=gcc-4.4" make-kpkg --initrd --config menuconfig --arch i386 --cross-compile - linux-image
