I wondered why I've got a different situation than you reported:
For German and English, the links work, for the other languages, they don't.
The directories linked are contained in the kde-l10n-?? packages...
When I installes kde-l10n-da, this one links as well:

I'm not sure how to handle this.
Of course, dangling symlinks are not a good thing.
On the other hand, we don't know which localization packages might be installed
after kdiff3-doc, so we couldn't possibly tell which symlink to set and which
not.
What do you think?
