This is interesting; I didn't have a texlive-bin directory.
However, reinstalling texlive-base-bin seems to have worked, and the
re-install created a texlive-bin directory.

I have no idea: I don't think that latex-cjk-all is to blame: it
depends on latex-cjk-chinese, and then all the way to
texlive-base-bin.

Just like Frank wrote, package texlive-base-bin is required for
debianize-fmtutil.
I did a quick check on the Debian PTS pages, and the chain adds up in
Lenny (Debian stable), so I'm curious to know why texlive-base-bin
wasn't pulled in by the APT installer.

Aptitude is having difficulty configuring latex-cjk-all.
I have shown what happens during an aptitude upgrade below.
