It would make some amount of sense for libsmbclient to depend on
samba-common which provides the working smb.conf; but since we haven't done
that before now and no one complained, it seems to not be that important.

libsmbclient-dev, however, should certainly not depend on samba-common
AFAICS.  The change was introduced by Jelmer when splitting samba-common,
but I can't see why.  Jelmer, do you remember if this was intentional and
has some hidden purpose I can't spot?
