This won't work.  It will only match the very newest upstream version.
For example, right now if I wanted 9.10.4, which is not the newest
version (9.11.0 is), I would do

$ uscan --download-version 9.10.4

but that doesn't work with your watch file.

It seems that bind9 package doesn't have watch file.
I've written it, so please include this if appreciated.
