Turns out Grub did manage to install itself into the MBR in /dev/hde and the 
reboot was fine.  Thankfully I don't need the GAG bootloader at present.

As such I'm leaving this bug's severity as "normal" because the situation with 
this disk is a bit out of the norm, even if the behavior grub 1.99-3 exhibits 
when it comes to installing into /boot on /dev/hde2 is technically a 
regression from 1.99~rc1-13.
