/var/log/bootchart.tgz is created by bootchartd (bootchart2 package). Maybe
you
just didn't set it up correctly?

No; one can also use pybootchartgui to view other machines' bootchart.tgz :)
(bootchart2 instead recommends pybootchartgui)
