Are you still interested in packaging it? I'd be happy to sponsor you. :) If you aren't, I plan to package it myself. I saw you made a good start at https://github.com/DanielAdolfsson/ndppd/tree/debian I tried it and have a few suggestions, like exporting the buildflags (source fortify), upgrading the policy standard and the copyright format, updating the uscan...
