There are actually two different csv import methods in KMM, and it's not clear to which you are referring, although I see that libaqbanking is installed.

I'm running Linux Mint 12 (KDE version) and I've just reverted to KMM

Version 4.6.0 using KDE Development Platform 4.7.4 (4.7.4) to test the csvimporter launched via the File menu. This still imports correctly with no decimal point problem. It is possible, though, to get the result you get if the decimal symbol is not selected on the Settings tab.

So, the application still seems to be usable for csv import.

I'm not able to test with libaqbanking.
