When booting new instances, it fails due to the lack of perms to libvirt-qemu
user to access instance environment (/var/lib/nova/instance/$INSTANCE_ID)
This can be solved adding libvirt-qemu user to nova group, or
The same happens with dnsmasq process (nobody user) when trying to
allocate ip for the instances. Access to read
/var/lib/nova/networks/*.conf is denied.
