Launching the module via kcmshell4 gave me more details about the bug:
$ kcmshell4 system-config-printer-kde
kcmshell(14040)/python (plugin): Failed to import module
Traceback (most recent call last):
File /usr/share/kde4/apps/system-config-printer-kde/system-config-printer-
kde.py,
Same problem. Fresh install of Wheezy, KDE 4.8.4, cups installated.
system-config-printer WORKS, and i can add new printers
system-config-printer-kde DOES NOT WORK and crashes
In Kubuntu 12.04 there isn't this problem, but it uses KDE 4.8.2.
