postrm checks if the webserver it is trying to remove the config for is
used at all.
At that time in your test, apache2 has already been removed, otherwise
it would have performed the purge correctly.

I don't remember why it performs that check and I have now loosened it.

Hi,

during a test with piuparts I noticed your package left unowned files on
the system after purge, which is a violation of policy 6.8 (or 10.8):

Filing this as important as having a piuparts clean archive is a release
goal since lenny.
