testing ia32-libs is pretty simple and should be the same as for all 32bit
packages that will switch to multiarch (e.g wine).
As you speculated you need to run dpkg --add-architecture and apt-get update.
After that ia32-libs can simply be installed.
For upgrades the same holds true. Except
