I have investigated this problem more. 1. Install packages openshot openshot-doc yelp. 2. Open OpenShot. 3. Select "Help" menu. 4. Select "Contents" menu option. 5. Yelp window with OpenShot help appears, as expected.
It is Yelp here that made the difference. Depending on it would solve this bug. I'm now reassigning this bug to openshot-doc and setting severity to important, because I think this makes the package more or less unusable.
