If the disk is full, but not so full that directory entries can't be created for compressed log output further rotation attempts fail because the empty files are in the way. On subsequent rotation attempts you'll get messages like

error: error creating output file /var/log/debug.1.gz: File exists

Without manual intervention, further log rotation will fail and the disk is guaranteed to fill up. Since the problem now affects the entire system, the severity is arguably "critical" rather than "wishlist".
