the binary compatibility was already broken in 3330 and again in 3340 by
changing the fits file struct in a non compatible way (adding members to
the middle of it).
So we already need a transition.
On the other hand even though it is publicly exposed, applications
should not be using that structure directly, so there is probably no
need to rush a transition yet.
