As far as the restart failure is concerned, I have noticed it as well. Atop won't start after reboot if the atop file for the current day exists. The 'daily.log' or 'atop.log' (Fedora) indicates 'existing file has incompatible header'.
I will file a separate bug for that and look into it. Thanks again for the packaging.
