That's on purpose.

Since debian-goodies is a package containing many small programs it
wouldn't be wise to put all their depedencies in Depends, because
not everyone uses every tool.

But we could add the hard dependencies for each program in the package
description like devscripts (a similar package, but for package
developers) or hobbit-plugins (another program collection) do it.

If installing recommended packages is disabled checkrestart won't work because 
it depends on lsof http://packages.debian.org/wheezy/lsof which is tagged to 
debian-goodies as recommended package. 
Here is the output from checkrestart:
$ checkrestartERROR: This program needs lsof in order to run.Please install the 
lsof package in your system.$
I believe lsof should be moved to be as 'depends' because of this.
I am using  3.2.0-4-amd64 #1 SMP Debian 3.2.51-1 x86_64
