I can confirm that on a clean install of jessie - SID that this was a
problem for me as well. I'm not sure at this point if libvirt was
installed prior, but I don't think it was.
As a work-around starting virtlockd.service allowed me to install 1.2.7-9.
The problem also re-occurred when updating
