Are we sure this is fixed in that BPO version? I have a jessie here
which seems to have exactly that problem.
I just checked again, I had a wheezy installation where logging didn't
work, upgraded to 7.6.3-2~bpo70+1 and now logging works.
After that I now downgraded two
Control: found -1 rsyslog/8.4.2-1

Same for me on jessie kfreebsd-i386. Works fine if I do:
# echo '$AddUnixListenSocket /var/run/log' /etc/rsyslog.d/local.conf
