During a rebuild of all Debian packages in a clean sid chroot (using cowbuilder
and pbuilder) the build failed with the following error.

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables OPENSSL_CFLAGS
and OPENSSL_LIBS to avoid the need to call pkg-config.

The full build log is attached; please do let me know if the problem is
unreproducible, in which case I shall try to investigate further. The missing
file, however, is included in libssl-dev (only), which is not among the build
dependencies.
