Debian 8 is currently frozen. Our focus during a freeze is on stability and not
about newer and cooler things. When it's released, we'll worry about updating
modules for testing and the other fun things.
You might not mind third party modules missing or a lack of consistency, but
that's not okay

Debian has always stayed on the NGINX stable branch - Downstream in Ubuntu we
had this request and spun up a PPA, but we also have had requests for this in
the past.
I believe Debian should continue to stick to the stable release, rather than
switch over to the mainline branch.
