When building in a chroot or remotely it easily happens that the
locale settings of the local host don't match the chroot or remote
host. This results in a million errors like this:

LC_MESSAGES = "POSIX",
LC_CTYPE = "de_DE",
LANG = "en_US.UTF-8"
are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
Debuild should check the local settings and unset any that don't work.
Or even better: To get reproducible builds always unset them.
