I have prepared a package for twinkle 1.9.0:

The package builds in an sbuild unstable chroot on amd64. I tested
outbound and inbound calls using a SIP provider without any issues.

I downloaded twinkle 1.9.0 and compiled and run it on my Debian Jessie
without problems, after installing the required libraries. What was the
particular problem with building you had?

There is twinkle-1.9.0 with QT5 support here http://twinkle.dolezel.info
It was done for OpenSuse, Mageia, etc.
