Control: retitle -1 Want to spot "entirely NEW source-only upload to Debian"

Package: dgit
Version: 1.4
Severity: wishlist
Hi,
after a "dgit push" of the package src:pdfrw I got a REJECT from
ftpmaster because "Source-only uploads to NEW are not allowed". Since

upload to binary-NEW.
