This FTBFS is simply caused by a recent split of the package lxpanel into more binary packages. In this case, the new build dependency required by topmenu-gtk is lxpanel-dev. I've prepared an NMU with this changes (versioned as 0.2.1+git20151210.8c6108f-2.1). As I don't have privileges to upload it to DELAYED, I've uploaded it to the mentors repository.
