Your are probably right about locating the files in /var/lib/connman.
They certainly get updated when connman is stopped and started again.

Yes, those shouldn't stay around after purging.

Settings I have to check, but I don't think it's meant to be settings
for manual edit by admin as connman probably updates those on the fly
regularly based on what user does in the UI or clie config tool, so
think var is OK for that to live ...

Connman creates /var/lib/connman. 'apt-get purge connman' does not remove
this directory or the files it contains. NetworkManager and Wicd create
similar directories in /var but do remove them on purging.
