No, this is not a bug. There is no dialpad in Ring.
However, we recognize that this is a missing feature.

knowing that could re-assign as a feature-request...
sorry - should mention i found where to enter a number
(i thought the search bar was something else, not where to enter digits)
then made a call, but could not find a DTMF - touch pad to enter numbers
- impossible to call a hotline where they are required to continue call
