The root cause is the switch to gpgme, the messages are not properly translated there so it defaults to English. I'm working on a fix.

Hi Dmitry, this bug was certainly there in 1.7.0-2 because we shipped neomutt.po files, now it should be fine, because we ship mutt.po files, it's weird that you are not getting the right messages for the locale, I will investigate.

I found out that it actually listens to the keys matching the German words for these actions: (c)lear does not work, however (k)ein PGP works (e)ncrypt does not work, however (v)erschlüsseln works I was also able to find the German help message in Mutt source in po/de.po, which makes me wonder why it is not displayed.
