It looks like we stopped Providing perl-modules in 5.24 but missed
transitioning its reverse dependencies.

As stated in the commit message of

"This will need changing ~35 packages in unstable to drop build and
runtime dependencies on perl-modules." Unfortunately we seem to have
forgotten to actually push that through.

According to the same commit message, the reason for dropping
the Provides entry was coinstallability between perl-modules-5.22
and perl-modules-5.24. At the time perl-modules-5.22 conflicted
unconditionally with perl-modules, but this was later changed to a
versioned conflict (see #821161).

I think we should be able to simply reinstate the Provides without
other changes, but will to do some testing to confirm.
