It seems upstream does have built an armhf binary, I'll include it.

It's definitely there:
$ rmadison mbrola
...

Dear Maintainer,
the package mbrola is missing an installation candidate. The voice files,
however are present. Also, there are mbrola binaries available for
download, though not as .deb packages, afaik. So it seems that mbrola
can be compiled for the platform.
