I'm not being able to reproduce this issue, this might be an specific 
problem/configuration of the window decorations you are using.


This occurs on all compositor alternatives. Changing the compositor will 
restore the title bars but they are delayed. Next KDE session will have them 
not visible again.


Which compositor alternatives are you refering to?


KDE windows work fine.

What decoration are you using?
Could you check which versions of:
libkdecorations2-5v5
kwin-style-breeze
kwin-decoration-oxygen
you are have currently installed?

Also, could you try switching to the breeze window decorations? (you might 
need to restart your plasma session afterwards)
