I can confirm this issue,
libfontconfig1-dev:i386 is still trying to overwrite some files installed by
the package with the same name for a different architecture:

For crosscompilation we want to install both architectures, adm64 and
i386 of the -dev package at the same time. This works for other packages
(my testcase is libxcb1-dev).
For libfontconfig1-dev the architecture variants appear to be
