Confirming this issue still present in Buster/Testing. Fix by blacklisting the 
PCI device ID on TLP conf file. 

As I understand this is already fixed on new versions of TLP.

This bug is already fixed. I'm using the packages that you can find in here
-> http://download.linrunner.de/packages/ and I can confirm that it is
working correctly in a MSI GS40 6QE Phantom laptop and in a Asus UX32VD
laptop.

There is a known bug with TLP that it will conflict with Bumblebee, the
manager for laptops supporting Nvidia Optimus.
