Hello!

I was looking around in the preinst scripts for SLURM, and I noticed that the 
slurm user-creation code exists in the slurmctld.preinst script, and also the 
slurm-client.preinst script.  Since the slurmctld package depends on the 
slurm-client package, I am wondering if one is a duplicate of the other?

I have attached a patch, which removes the user-creation code from slurmctld’s 
preinst script.  Would you mind having a look at it, and let me know if I am 
missing something?
