Man page says

it should also say if it overrides /etc/apt/apt.conf.d/* and if
overrides means "is read after" or "is only read instead of".


This is documented in in apt.conf, in the top "DESCRIPTION", as
mentioned in the documentation, and it basically depends on the
implementation details of (lib)apt.

For aptitude, ~/.aptitude/config is read afterwards.  I don't think that
whether is read after or instead is an important detail or has any
material consequence from a high-level point of view, and it can change
over time, and I haven't found examples which document things to this
level... so closing as +wontfix as well.
