Confirmed that the text is correct now. Issues around dropping certain list will be discussed on DebConf 2017. Let's wait till after that and discuss the issue in another bug if needed. Thus I'm seeking help to update those words. Current problems: * UTF-8 encoding has largely replaced others when using Chinese in Linux world. Mails sent to both mailing lists in recent years are 100% UTF-8 encoded. GBK and BIG5 are quickly becoming irrelevant. * Cross-posting mechanism (See bug #237723) has been broken for **decades**. With no intention of fixing, such information should be removed from list description. * Non-subscriber posting is allowed currently, which conflicts with current statement in the description. - As a result, I believe it would be better if we differ those two lists according to language variants (zh_CN, zh_TW, zh_HK, zh_SG, etc) instead of text encodings (GBK, BIG5, ...).
