yes, I typoed the bugnumber, #863667 is the correct one.

Thank you for the heads up.   Without this bug report, I would not be aware of
any such problems.  But is #863660 the wrong bug number?  It is a unblock
request for reportbug.  Searching for the quotes you site, I find them in 
#863667.

I can have a look at the 'noise', as this is concrete enough to try to solve:

But the 'other issues for unexperienced users' will need some more details 
before
I have any idea what this is about.  Mattia, can you tell some more?

in #863660 Mattia asked the hexchat package to be changed (at the end of the
stretch freeze) to not recommend hexchat-otr anymore, because of this:

… and if this behaviour of hexchat-otr is *so* annoying, there should be a bug
about this, thus filing one here.
