Hi, unless there's an expectation that the SOVERSIONs will be different for each package, I would just keep them together in the libbrotli package. We can always split them later if such change happens as it would require library transition anyway. I got a request to package Apache2 and Nginx modules, and I would prefer to use a shared system library as a dependency. (Also I would be happy to offer you a co-maintainship of brotli and nghttp2 packages, as I use those in my apache2 and php PPA and DPA repositories...)
