I appreciate the problem solved by this change:

  * Override the LESS environment variable to make sure it does not contain
    certain flags like -F that might cause less program to quit before even
    user is able to see the files generated by the program.

but I'm finding it fairly irritating.  My existing LESS configuration
already didn't have this problem, but I would like to be able to press
space on the last screen of the changelog to exit, which used to work
(since I use -e).

I'm on board with overriding it by default for new users, but is there
some way that apt-listchanges could honor some other environment variable
instead and pass that to less as LESS?  That way I could set its variant
as well.  Or maybe only filter out the specific options that you're
concerned with?  I think -E and -F are the only ones that would cause
this specific problem.
