I'm likely hitting the same bug. The environment is a Debian Stable virtual machine inside Proxmox. Update with apt failed, so I tried to manually update initramfs. Also gets stuck on that line: /usr/share/initramfs-tools/scripts/local-top/ORDER ignored: not executable /usr/share/initramfs-tools/
