I don't think this has anything to do with GNOME or Wayland. I'm using MATE on
X, and I have the same issue.

It looks like a non-trivial one to fix, though. I invoked Python with -v to see
what it would say, and I think it sheds light on this issue.

The following line appears many times in the output:

# could not create '/usr/lib/python3/dist-packages/xdg/__pycache__':
PermissionError(13, 'Permission denied')

This is despite running it as a normal user. A part of the problem could be
that /usr/bin/redshift-gtk has this line in it:

sys.path.append('/usr/lib/python3.5/site-packages')

/usr/lib/python3.5 doesn't exist on my system, let alone /site-packages/.
Rebuilding Redshift from the source package produces a binary that points to
/usr/lib/python3.6/site-packages, though it should be looking to
/usr/lib/python3/dist-packages/.

I'm not comfortable enough with Python to be able to provide a patch, at least
not yet, but this looks like a severe issue that is not specific to any setup.

It's also worth pointing out that #883119 is a dupe of this bug.
