I think, it can be categorized as `system tool`. It would be cool to have this package inside of the debian repository. Different kind of users likes it (administrators, desktop users). chkservice already have debian packaging support, as well as cpack targets for deb and rpm. It is very difficult for me maintain all the distributions and their versions. Thanks.
