Ok. Obviously I didn't read the README.Debian file closely enough. I had missed the --run-syncdb option from the graphite-manage migrate command. I have it working correctly now. If you have a django database created by an earlier version, then the app works, but with a completely fresh install, the django database for graphite-web is created without the graphite web model tables.
